Summary 0000208: When a script contains an anchor, clicking the balloon will cause it to flicker

Description I've known about this issue for at least a year, but I've only just figured out how to reproduce it. In a script that has a \_a tag (and that is not instantly dipslayed), if you click other parts of the balloon before the script has finished displaying, you'll notice it disappear for a moment and then come back. I tested with \q and \__q tags as well, and they don't seem to have the same issue.
I'll attach a gif that compares a script with an anchor, and a script without.
