Description	I'm working on a ghost with multiple translations, and I'm using property commands to change the tooltips when the user changes languages. However, I noticed that for certain languages like Russian, the tooltips will show up as ??? unless the user's locale is set to the matching location. If it is possible to change this, it would be very helpful. If there's something I'm doing wrong with my ghost that is causing this, I would be happy to know so that I can fix it. Images included show the same tooltip, first with the locale set to USA, and second with the locale set to Russia.
